TENANT RELATIONS ASSISTANT

DISTINGUISHING FEATURES OF THE CLASS:

This is an administrative and supervisory position responsible for admission eligibility and continued occupancy of residents at the Gloversville Housing Authority in accordance with agency rules and regulations established by the Federal Department of Housing and Urban Development (HUD). The work is performed under the direct supervision of the Executive Director-Housing Authority with latitude allowed for independence of action in carrying out the details of the work. Supervision is exercised over the work of subordinate clerical staff. Does related work as required.

TYPICAL WORK ACTIVITIES (Illustrative but not exhaustive):

Assists in policy development, planning, budget preparation and management of the Gloversville Housing Authority with the authority to execute all orders and resolutions in the absence of the Executive Director-Housing Authority;

Supervises the retention of records and required forms for applicants, current and former residents in accordance with HUD regulations and agency rules;

Supervises the recertification process of residents for continued eligibility for public housing based upon income, credits and related financial criteria on a periodic basis to HUD criteria;

Accepts, records, codes, reviews and verifies applications for tenancy under subsidized housing programs sponsored by HUD;

Gathers information relating to the application process by interview and/or telephone;

Reviews applications against eligibility criteria for the respective housing program;

Recommends approval or disapproval of applications;

Works to ensure that lease requirements are met by residents and takes appropriate action when violations occur;

Conducts property inspections in accordance with HUD regulations and agency rules;

Provides information regarding program purposes, eligibility criteria, housing availability and related matters to applicants and participants in the public housing program;

Assists managerial personnel in a variety of ways in the area of management-tenant relationships including negotiating conflicts and attempting to eliminate problems;

Promotes community agencies and assists them in providing services to tenants;

Coordinates diversified recreational and social events and various activities of the Gloversville Housing Authority;

Prepares letters, memoranda and reports regarding various activities of the Gloversville Housing Authority;

Uses computers systems, including HUD secure sites, to record, monitor and report occupancy activity.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:

Good knowledge of modern methods, practices and techniques of interviewing and information gathering;

Good knowledge of arithmetic, business English and composition;

Working knowledge of economic and social factors of low income and elderly tenants in relation to the public housing program;

Working knowledge of community and tenant relations;

Ability to understand applicable federal, state and local rules, regulations and guidelines governing eligibility for public housing programs;

Ability to analyze facts and information and apply then against established eligibility criteria;

Ability to maintain accurate records of work performed and material used for modernization projects;

Ability to communicate effectively, both orally and in writing;

Ability to deal effectively with a diverse group of people;

Ability to organize, conduct and coordinate group recreational and social activities;

Accuracy;

Patience;

Good judgment;

Tact.

MINIMUM QUALIFICATIONS: Graduation from high school, possession of a high school equivalency diploma, or a high school individual education plan diploma, and

  • Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree in human services, public administration or a related social science and two years of experience in a public or private agency involving interviewing, eligibility determination or similar program operating under established criteria for eligibility, one year of which must have been in a supervisory capacity; Or
  • Graduation from a regionally accredited or New York State registered college or university with an Associate’s Degree in human services, public administration or a related social science and four years of experience in a public or private agency involving interviewing, eligibility determination or similar program operating under established criteria for eligibility, one year of which must have been in a supervisory capacity; Or
  • An equivalent combination of training and experience as defined by the limits of (A) and (B) above.

SPECIAL REQUIREMENT:

Possession of a valid New York State driver’s license.
