The Texas Health and Human Services Commission (HHSC) Medicaid and CHIP Services (MCS) department seeks a highly qualified candidate to fill the position of Operations Manager in the Electronic Visit Verification (EVV) unit. EVV is a computer-based system that electronically documents and verifies service delivery information, such as date, time, service type and location, for certain Medicaid service visits.

The position reports to the Director of EVV and makes a significant contribution to the MCS mission in performing highly complex (senior-level) managerial work administering the daily operations and activities of the EVV program. The position manages a team of staff and contractors in a dynamic and fast-paced environment. Work involves leading the day-to-day operations of the EVV program, including but not limited to, overseeing the work and assignments of program staff responsible for technology and Provider System Operated (PSO) Readiness and Oversight, technical business rule development, program and policy development and stakeholder communications.

The manager develops section policies and procedures; plans, develops and coordinates training and educational needs for section and HHSC program staff, stakeholders and providers; develops schedules, priorities, and standards for achieving section goals; oversees operational projects; and develops and oversees management, staffing and reporting needs.




Essential Job Functions:
Operations Management (30%) – Plans, develops, organizes and coordinates EVV operational, compliance, training, communication, and special project schedules and activities. Develops tools metrics and reports to evaluate, monitor and manage EVV program activities to ensure section goals, priorities and objectives are met. Evaluates program activities to streamline, automate or improve existing or new processes. Oversees development and updates of policies and procedures. Identifies risks and issues, develops mitigation strategies and escalates to management as appropriate.

Personnel Management (25%) – Manages the staff and contractors in the EVV section. Plans, assigns and supervises the work of direct reports. Develops and monitors staff schedules, assignments, performance and workloads. Develops staffing reports to ensure program goals, priorities, and objectives are met. Develops and monitors staff training requirements and developmental needs. Reviews and approves leave requests, conducts performance appraisals and performs other human resources/personnel-related administrative activities.

Technical Support (15%) – Performs complex research and analysis activities. Provides technical guidance to section staff and HHSC program areas. Oversees the development of complex written reports and executive management and external stakeholders. Reviews reports and provides feedback on deliverables as needed to ensure accuracy. Responds to escalated technical inquiries. Serves as expert of EVV program activities.

Liaison (15%) - Participates or leads workgroups on rules, policy, contracts, and EW initiatives, which includes working with both internal stakeholders and external entities such as: the EW Vendor Manager, new MES modernization vendors, Managed Care Organizations, and providers. Represents the section by making presentations, providing information to stakeholder groups and other areas of HHSC. Oversees coordination with other areas of HHSC to implement changes in the EW program.

Project Management (15%) – Oversees or manages the successful implementation of technology and operational projects and initiatives including the monitoring of project deliverables, resources, budgets, status and reports for internal and external users. Plans meetings, communications with stakeholders, documents risks/issues and other project management activities. Assigns resources to projects as appropriate.

Initial Selection Criteria:
Graduation from an accredited four-year college or university. Each year of relevant experience may substitute for one year of college on a year for year basis up to four years.

Two years of experience managing a team, with responsibility for planning, organizing, tracking and scheduling team activities and Human Resource administration.

Contract administration experience.

Experience leading workgroups or special projects.

Experience working with managed care organizations.

Experience working with automated systems.

Five years' experience working with Medicaid programs preferred.

Experience with EVV program policies and procedures preferred.
