Capital Transformation is a holistic program that aligns Green, Orange, and Red Line Transformation Programs as well as future transformation programs such as Mattapan line, to work together to see strategic capital investments improve the quality of service for the MBTA’s rapid Transit ridership and neighboring communities, with the recognition that transformative methods drive transformative outcomes.
Our delivery model focuses on outcomes that benefit the riders, as we manage projects based on key metrics. In addition to this, organizing all three programs under one office allows us to better align internal resources and planning.
Each of these Transformation Programs are improving the quality of service of their respective lines through infrastructure and track State of Good Repair, new stations, upgraded maintenance & test facilities, expanded yards and state of the art signaling systems that will facilitate the service of the new modern vehicles. All of which will work together to improve safety, enhance accessibility, better the experience, strengthen reliability and increase capacity.
The Office of Capital Transformation seeks to hire one (1) Senior Director with experience in areas of focus: Vehicle Maintenance Facilities, Rail Yards Improvements; Or Track project Management, Improvements and Rehabilitation weather is the Green, Orange, or Red Line Transformation Programs.
The Senior Director will work in partnership with functional leads of multiple departments needed to deliver the Capital Transformation Program. Duties will include assisting in project planning, directing and managing a highly talented, experienced and matrixed technical team; training and administrative tasks within the group; managing contract budgets and administration; and coordinating with other teams and departments on a wide range of program requirements and issues. The Senior Director will work directly with end-users to understand problems, and work collaboratively with department heads and project managers to develop solutions. Additionally, the Senior Director will evaluate daily, weekly, and quarterly performance reports, and work with functional leaders to increase efficiency and effectiveness across the MBTA.
The Senior Director will manage a portfolio of projects based on the areas of focus and is responsible for delivery of those projects from project initiation and scoping through closeout across all weather is the Green, Orange, or Red Line Transformation Programs. Financial, resource management, planning, strategy and administrative activities within the program will be required. This position requires critical analysis capabilities and a proactive mindset to direct, oversee, and deliver these projects. Budgetary, staffing and other project-related requirements are to be identified and the delivery of the Program is to be in accordance with the schedule and compliant with all state and federal laws, regulations and requirements. The Senior Director reports to the Deputy Chiefs of the Green, Red or Orange programs or the Chief of Capital Transformation
- Oversee and manage many multi-discipline portfolio of projects concurrently and deliver those projects from project initiation and scoping through closeout according to the Program's schedule
- Oversee and manage an integrated, cross-functional team of consultants throughout the execution of project assignments and ensure project and program requirements are fulfilled, that contract cost and schedule requirements are met, and that the contract documents and completed work satisfy the high-quality standard expected of MBTA consultants and contractors
- Ensure that the Green, Orange, and Red Line Transformation projects are advanced in accordance with program specific delivery protocols and procedures and the MBTA's Manuals, policies and procedures, as may be amended from time to time, including the Project Manager's Manual; Transit Asset Management Manual, Project Controls Manual; Quality Assurance Manual; Resident Engineer's Manual; Contract Administration Policies and Procedures; MBTA Directives published on the MBTA Web Page or provided directly by the Authority, as well as FTA Circular 4220.1F Third Party Contracting.
- Lead the development of project scopes, budgets and schedules as part of the capital planning and development process.
- Lead the procurement of consultants and contractors, as required and work intimately with the Senior Director of Administration and the MBTA Departments and its staff.
- Lead negotiations of project assignments, task orders, amendments, change orders and use of contingency and make recommendations for approval, as required.
- Ensure that monthly payment and schedule submissions from the projects' consultants and contractors are being reviewed and analyzed in a timely fashion.
- Participate in strategic planning, Project Design Group meetings, value engineering sessions, constructability reviews and risk workshops.
- Coordinate with all personnel, including field staff, change order group staff, contract administration staff and project coordinators, as required.
- Ensure that project coordination with all MBTA Departments, such Capital Program Oversight (project controls and administration and finance), Capital Planning, Chief Engineer's Office, Capital Delivery, Maintenance, Operations, Environmental, Real Estate, Accessibility, Customer Experience, and Major Programs as required, occurs on a timely basis.
- Ensure that project activities with outside agencies, abutters, utility companies, community groups and other third parties affected by the project occurs on a timely basis.
- Ensure that all work has been completed, including QA/QC, and necessary approvals have been obtained prior to advertising projects for construction, including budget approval, environmental permits and approvals, real estate actions and approvals, force accounts (e.g. utility, traffic, railroad operator), other agency and municipal agreements (e.g., MOU's, MOA's, Interagency Agreements) and other third party agreements.
- Oversee the management of construction project process from advertisement to contract closeout to ensure the project is completed in compliance with construction plans and specifications and is on time and within budget.
- Proactively engage in the resolution of potential field issues.
- Review and approve staff recommendations for contract proposals or bids.
- Supervise professional staff; Secure commitments from MBTA Operating Departments concerning the availability of their resources and track expenditures.
- Organize and prioritize workload, be pro-active in identifying transit stations and facilities needs/requirements.
- Work both independently and in support of program teams to address complex tasks in a time- sensitive environment.
- Follow up on actions required for successful project completion, as required.
- Respond to each inquiry, whether from a customer, vendor or co-worker in a courteous and professional manner consistent with the Authority's Customer Service quality standard.
- Respond, either directly or through others, to emergencies twenty-four (24) hours per day, seven (7) days per week.
- Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees.
- Assist in the management of a workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements (if applicable) and policies of the Authority including the EEO, Anti-Discrimination and Anti-Harassment and Anti- Retaliation policies.

- Bachelor's Degree from an accredited institution in Business Administration or Bachelors of Science in Engineering, Architecture, urban planning or a related field from an accredited institution
- Ten (10) years of experience working with Urban Transportation and/or Planning Projects, different stakeholders in the implementation of major public sector initiatives.
- Minimum of Seven (7) years of related experience in personnel management to include reviewing functional work plans, overseeing work products and evaluating team priorities, managing performance and providing training and coaching, etc.
- Demonstrated success managing and supervising staff and consultants.
- Strong project controls knowledge and KPIs and ability to accurately evaluate consultant and contractor cost and schedule submissions.
- Excellent writing, organizational, analytical, time management and interpersonal skills. Effective professional written and verbal communication and interpersonal skills.
- Proven track record of collaboration, transparency, and problem-solving skills.
- Ability to effectively communicate with customers, employees and vendors. Excellent customer service and conflict resolution skills.

Preferences Include:
A Master's degree in Civil Engineering, Architecture, urban planning or Construction Management from an accredited institution.- Familiar with FTA, FRA, MBTA and MassDOT rules and regulation regarding project delivery, environmental requirements and permitting.
- Experience in the management of railroad or transit projects
- Registered Massachusetts Professional Engineer, Architect or Certified Construction Manager, or ability to obtain through reciprocity.
- Experience with initiatives in the transit industry
- Experience delivering projects utilizing alternate delivery methods and KPIs.
- Experience managing on-call repair or rehabilitation construction contracts
- Experience presenting to elected officials, community groups, senior executives, etc.
