The Department of Corrections is currently recruiting to fill a Program and Policy Analyst Advanced position. This position is based out of Division of Community Corrections Region 2 facility in Kenosha, WI.

Position Summary


This position is responsible for the development, implementation and management of comprehensive and politically sensitive region-wide service programs. This includes the responsibility for program development and planning, implementation of programs according to procurement policies and procedures, collection of data to analyze and evaluate program effectiveness, management of multi-disciplinary programs and contract staff, communicate with County/City government officials. Through collection, maintenance and evaluation of data, this position determines and evaluates contractual and programmatic performance outcomes and quality improvement plans to ensure the goals of the Department are met. The Program and Policy Analyst Advanced shall comply with the Department’s administrative rules and the agency’s policies and procedures including those related to the Department's overall Reentry philosophy of using evidence-based strategies, practices and programs which target a client’s individual criminogenic needs and risk level.

Salary Information


This position is in pay schedule and range 07-03 with a starting pay of $52,665- $86,902. Pay on appointment for current state employees may vary according to the applicable pay transaction provisions of the Compensations Plan and Wisconsin Administrative Code. A twelve-month probationary period is required.

Job Details


Applicants must be legally authorized to work in the United States (i.e. a citizen or national of the U.S., a lawful permanent resident, or an alien authorized to work in the U.S. without DOC sponsorship) at the time of application.

The Department of Corrections may conduct pre-employment drug screens. Any applicant who is offered employment in a position which requires a pre-employment drug screen must pass the screen as a contingency of employment.

The Department of Corrections will conduct criminal background checks on applicants prior to selection. Upon hire, all new DOC employees are subject to fingerprinting.

Qualifications


Minimally qualified applicants will have experience:

  • Applying policy and program analysis techniques (i.e. research, design, data collection, etc.)
  • Planning, developing, and implementing programs
  • Evaluating and/or auditing programmatic performance outcomes and developing improvement plans or corrective action

In addition to the above, well-qualified applicant will have experience:

  • Working with program budgets and purchasing processes
  • Developing working relationships and working with community program organizations for client services
