POSITION SUMMARY:
Develop, monitor, implement and enforce all Indian Preference Laws policies to ensure Indian Preference in hiring, contracting, construction and the supply of vendor products and services. Ensure Indian Preference provisions are applied fairly in all situations and in such a way that reflects the intent of Indian Preference. The intent of Indian Preference is to create opportunities for tribal members to participate in business and employment opportunities within the Nation’s reservation lands through partnerships, training, and implementation of the Good Mind principles.
DUTIES AND RESPONSIBILITIES:
1. Ensure compliance of Chapter 57 Indian Preference in Contracting Law.
2. Certify the Indian Owned Business Entities in accordance with applicable laws and procedures.
3. Establish and maintain a skills bank and actively recruit and certify qualified trades workers.
4. Negotiate compliance agreements to ensure compliance with Chapter 502 Indian Preference in Contracting.
5. Monitor construction jobsites to ensure compliance with applicable laws and procedures.
6. Investigate written complaints and implement action to successfully resolve conflicts.
7. Develop, maintain, and update the Indian Preference Standard Operating Procedures to ensure compliance with the Oneida Indian Preference Law.
8. Work cooperatively with Director of Public Works to coordinate and collaborate with different departments, Legal and Legislative Assistants and other Tribes on Indian Preference Policy development.
9. Attend Construction Committee meetings to assure and assist with compliance with Indian Preference Laws.
10. Review and analyze Indian Preference manpower reports from contractors. Investigate any discrepancies such as difference between non-Indian and Indian work hours per week.
11. Ensure compliance for Indian Preference in all projects, including non-construction projects, utilizing effective skills negotiation.
12. Periodically review the Indian Preference in Contracting law for potential updates.
13. Maintain records, files and spreadsheets and report monthly on Indian Preference business, contracts, violations, negotiations and follow through activities in resolving issues, building partnerships to strengthen Indian Preference Office.
14. Adhere to all Tribal Personnel Policies and Procedures, Tribal Standard Operating Procedures, and Area and Program Strategic Plans and Policies.
15. Maintain strict department security, confidentiality, and quality to meet professional standards of the department.

1. Frequently walk, sit; reach with hands and arms; and talk and hear. Occasionally stand, stoop, kneel, crouch, crawl, and lift and/or move up to twenty-five (25) pounds.
2. Visit worksites on occasion. Comply with safety standards when visiting construction sites.
3. Work is generally performed in an office setting with a moderate noise level
4. A Tuberculosis (TB) Screening and/or a 2 step TB Skin Test is required within thirty (30) days of employment.

A temporary license or Gaming License issued by the Oneida Gaming Commission is required as a condition of employment and continuing employment within the Oneida Nation's Gaming Division.
10. A valid driver’s license or occupational driver’s license, reliable transportation, and insurance are required. Must obtain a Wisconsin driver’s license or occupational driver’s license within thirty (30) days of employment if applicant has an out-of-state driver’s license. Must be authorized as eligible to operate a Personal vehicle under the Oneida Nation’s Vehicle Driver Certification and Fleet Management Law prior to actual start date. Must maintain driver’s eligibility as a condition of employment.

MINIMUM QUALIFICATIONS:
