Public Health Investigations (PHI) enforces compliance with regulations to improve the quality of life, as well as regulations designed to minimize the risk of communicable and infectious diseases in regulated facilities or properties including commercial food service operations, childcare facilities, swimming pools, body art facilities, regulated marijuana businesses, apartment and condominium complexes, and single-family homes. The Public Health Investigations team has an opening for an Environmental Public Health Investigator I (Residential Health). This position will complete regularly scheduled inspections on a variety of facilities and respond to complaints about, and complete inspections for, residential properties. This is a great opportunity for individuals who enjoy working with people, are self-disciplined, use discretion, and are fast-learners, and are comfortable making informed decisions on their own.
Job duties and responsibilities of this position include, but are not limited to, the following:
  • Respond to residential health complaints and complete inspections
  • Regularly inspect body art businesses, swimming pools, syringe access facilities, and boarding homes for compliance with environmental health regulations
  • Reinvestigate and re-inspect facilities based on established policies
  • Interact with business owners, residents, landlords, and other stakeholders to educate them on residential health regulations
  • Write, review, and file appropriate paperwork
  • Testify on behalf of the city when needed
  • Assist in conducting, conduct under close supervision, or support on-site facility inspections and investigations or analysis of residential health issues and learns the procedures and rationale to recommend corrective, enforcement or environmental/public health management action
  • Learn to provide and provide routine technical assistance, education and training about residential health stewardship and compliance to maintain public and environmental health
  • Distributes information to the public, affected industries and businesses and other governmental agencies
  • Learn to prepare or review applications and verify information submitted for licenses and permits meets required standards. Conduct enforcement proceedings when needed per agency policy
  • Along with all department staff, this position will actively participate on an emergency preparedness and response team to support DDPHE’s responsibilities outlined in the City’s Emergency Operations Plan. This may require being ‘on-call’ from time to time to help respond to emergencies. Additional training commensurate with assigned duties will be provided.

About You
Our ideal candidate will have:
  • Spanish language communication skills
  • A Bachelor's degree in Public Health, Environmental Health, Social Work, Property Management, Psychology, or a directly related field
  • Environmental/public health inspection experience
  • A Certified Pool Operator certification
  • A Healthy Homes Specialist certification
  • Knowledge of building structure and codes, including plumbing, electrical systems, and/or HVAC
  • Formal process improvement experience (LEAN, Six Sigma, etc.)
  • Outstanding written and verbal communication skills
