Direct and manage district’s facility and plant maintenance. Maintain physical school plant in excellent operating condition so that full educational use may be made at all times. Provide a physical environment that is functional, safe, clean, and attractive.


Qualifications:

Education/Certification:

High School Diploma with 5+ years of experience or Certified Facility Manager or Bachelor’s Degree in a related field.

Clear and valid Texas driver’s license


Special Knowledge/Skills:

Knowledge of basic principles of construction, school plant maintenance, and custodial operations

Ability to conduct on-site inspection of district facilities

Ability to manage budget and personnel

Ability to implement policy and procedures

Ability to interpret data

Ability to read blueprints and schematics

Strong organizational, communication, and interpersonal skills


Experience:

5 years supervisory experience in maintenance operations

5 years experience in maintaining a large plant or building


Major Responsibilities and Duties:

Building Maintenance and Repair

  • Ensure that district facilities are functional, safe, clean, and well maintained.
  • Support and maintain written departmental procedures for maintenance, repair, and operations of all district buildings and equipment. Ensure that work orders are processed and executed in a timely manner.
  • Assist in preparing plans and specifications for contracted repair work and site improvement for submission to purchasing department for bids.
  • Monitor and control utility usage and prepare necessary reports on usage.

Policy, Reports, and Law


  • Ensure compliance with federal and state law, State Board of Education rule, and local board policy.
  • Compile, maintain, and file all reports, records, and other documents required including timekeeping records.

Facility Construction and Repair


  • Serve as liaison to architects, engineers, and consultants to develop, review, and finalize project plans, drawings, schematics, and specifications. Coordinate and conduct project development and construction progress meetings.
  • Work with city, county, state, and federal officials to ensure conformity with codes and ordinances regulating district construction projects.
  • Develop and maintain construction progress schedules.
  • Conduct on-site inspection of construction projects to ensure conformance with construction documents, programs, and needs.
  • Inspect existing facilities and make recommendations for improvements as needed and establish and recommend priorities for repair projects.
  • Expedite documentation and completion of punch-list items and coordinate transition of building operation from general contractor to district upon acceptance of a facility.
  • Track warranty expiration dates and make final warranty check prior to end of warranty periods. Oversee warranty correction work.
  • Participate in the prequalification or approval process for architects, engineers, and contractors.
  • Consult faculty, administrative staff, and community to determine program-driven design needs.

Energy Management

  • Analyze energy usage and conduct needs assessment for improvement of energy management procedures, equipment, and systems. Make recommendations for changes based on findings.
  • Develop and implement control strategies in building automation software to increase energy efficiency of the HVAC and lighting systems.
  • Work cooperatively with building principals and facilities directors to support use of school facilities for extracurricular activities in a manner consistent with energy management guidelines.
  • Oversee the installation, repair, and modification of energy management equipment in district facilities. Recommend the disposal and replacement of obsolete equipment when needed.

Budget and Inventory

  • Develop and administer budget based on documented needs and ensure that operations are cost effective and funds are managed wisely.
  • Plan and direct inventory and stock control program for equipment and supplies.
  • Recommend disposal of obsolete equipment and purchase replacement equipment when necessary.
  • Initiate purchase orders and bids in accordance with budgetary limitations and district policies.
  • Approve and forward invoices and purchase orders for maintenance department to accounting department.
  • Estimate cost of construction and repair projects, including labor, materials, and other related costs and assist with the preparation of bidding documents, including notice and instructions to bidders, drawings, and specifications.
  • Assist with the evaluation of formal bids and provide input into recommendations for the awarding of contracts for school board approval.

Personnel Management

  • Select, train, supervise, and evaluate staff and make recommendations relative to assignment, retention, discipline, and dismissal.
  • Prepare, review, and revise maintenance department job descriptions.

Safety


  • Maintain safety standards in conformance with federal, state, and insurance regulations and district requirements and develop a program of preventive safety.
  • Ensure that equipment is maintained in optimum operating condition.

Other


  • Participate in development of the district’s disaster plan and be prepared to take an active role in responding to emergencies as needed.

Supervisory Responsibilities:

Supervise, evaluate, and recommend the hiring and firing of skilled craftsmen, lead custodians, grounds supervisors, energy manager and support staff assigned to maintenance department.
